The Vharm the Sly is located in the Small Stronghold east of the Rusty Belt. The coordinates are -783.9 and 482.6.
It is a Hyena with red hair holding a lighted torch. You can find Vharm the Sly walking around in the Small Stronghold east of Rusty Belt.
Defeating it will be rewarded with the Vharm the Sly achievement with EXP and other drops. Drops include an E53 Coolant, a precision instrument, power gears and others.
